FY 2008 Appropriations Update
Congress is readying a Continuing Resolution that will fund the government at current levels through some date in November, possibly November 16th.
Democratic leaders are still working out a strategy for passing FY 2008 Appropriations bills. The House has passed all 12 of its bills; the Senate has passed four; none have been sent to the President who has threatened to veto all but one bill: the Military Construction –Veterans Administration Appropriations bill. One scenario is that all 12 Appropriations bills would be wrapped together in a giant omnibus bill, or possibly several, including Labor-HHS-Ed, would be tacked onto the Military Construction bill. Last month in a meeting with business leaders, President Bush vowed to veto an omnibus bill that is over his top spending limit of $933 billion.
