On July 10, 2003, during debate on the appropriations bill to fund the Departments of Labor, Health and Human Services and Education (LHHS), the House of Representatives narrowly defeated an amendment offered by Rep. Patrick Toomey (R-PA) to defund five NIH grants on sexual behavior.
