Minutes of the Business Meeting
Boston, MA, August 21, 1999

  1. The meeting was convened by President Dale Schunk at 4:15pm. A motion by Tuckman/Winne to approve minutes for the 1998 Business Meeting was carried.
  1. Schunk announced that the theme for this past year has been "Reaching out" and has included three initiatives: 1) increasing membership; 2) graduate student activity; 3) increasing public awareness of Div 15 expertise. He will continue with these efforts in the next year.
  1. Election results were announced: Pat Alexander was elected President-Elect. Joyce Alexander was re-elected as Secretary. David Lehman was elected as Member-at-Large.
  1. It was announced that the graduate student research seminar was going very well. Two ad hoc committees will be combined to create a standing committee on student affairs. Motion by Zimmerman/Everson to create new standing committee was approved.
  1. The Treasurer's report was delivered by Bonnie Meyer. Overall the Division is sound fiscally. 66% of our income in 1998 came from royalties and we earned over $6,000 in interest.
  1. Membership report was made by Howard Everson. Currently there are 2165 members in the Division. The membership data is now computerized and available as a database.
  1. Barbara McCombs delivered the Council Representative's report. In February, it was announced that there would be no dues increase because the income from the new APA building had exceeded expectations. In addition, publications are up with more than one book per week being published (versus one per month of just a few years ago). APA has created a new partnership with Oxford University to publish an encyclopedia of major topics in psychology. In addition, Boards and Committees are reducing expenses by engaging in less travel and incurring fewer meeting expenses.
  1. Phil Winne delivered the Publications Committee report.  It was noted that Lyn Corno and Phil Winne will begin editorship of the Educational Psychologist in Fall 2000.  The overall rejection rates are stable over the last few years and the quality of the reviews continues to be good. Average lag time for reviews is 55 days with a median and mode of 60 days. The newsletter, under direction of Stacy Morrone, is running smoothly. The previously noted mailing problems with the newsletter have been solved by changing to first class postage. Members did receive the July NEP before the APA convention. Web posting of the NEP will now occur at the same time as it is sent to APA for printing.  Winne also noted that the "Training Handbook" has been sent to copy editing. The publisher expects that the volume will be available in about 9 months. In addition, a Centennial volume on the history of Educational Psychology is being put together.
  1. The Program Committee's report was delivered by Judith Meece.  Division 15 was allocated 24 program hours for the 1999 APA. Submission rates were consistent with the last two years, although the number of paper submissions was lower (with corresponding increases in poster formats). Re
