Changes to Guidelines and Principles for Accreditation of Programs in Professional Psychology and Accreditation Operating Procedures
In addition to program review, the Committee regularly reviews and develops
implementing regulations, which provide references as appropriate to language
in the Guidelines and Principles (G&P) and the Accreditation
Operating Procedures (AOP). The Committee adopted and revised several
implementing regulations during its February policy meeting and its April program
review meeting.
Newly adopted Implementing Regulations:
C-19 (Notification
of Changes to Accredited Programs), E1-5 (Accreditation Reference Library),
E1-6 (Site Visitor Training Materials from External Sources), and D6-2 (Ethics
Committee/Committee on Accreditation Joint Statement)
Revised Implementing Regulations:
C-11(b) (Postdoctoral
Residency Substantive Practice Areas), D2-4 (Policy on Scheduling Site Visits),
D4-7 ( CoA Threshold Ranges for Student Achievement Outcomes in Doctoral Programs),
E1-3(a) (Use of Data and Research Personnel Resources), and D4-5 (Monitoring
of Programs on “Accredited, Inactive” status)
Conclusion of Public Comment on G&P Changes
The Committee on Accreditation (CoA) is proposing the elimination of the
phrase “emerging substantive areas” from the scope of accreditation
section that pertains to doctoral programs in the current Guidelines & Principles.
Comments and reactions from all interested individuals and organizations were
accepted from September 20, 2004 through April 20, 2005. In an effort to promote
thoughtful discussion, the CoA has provided an electronic-based comment form
for public review and submission of all comments. The public comment period
has now ended, and you may view the comments on our website at http://apaoutside.apa.org/accredsurvey/public/.
The CoA will review all comments before taking action on the proposal.
Proposed Changes on Concurrent Accreditation with Canada
The Committee on Accreditation is seeking public comment on a proposed change
to the accreditation Guidelines & Principles and the implications
this change will have on the system of concurrent accreditation with the Canadian
Psychological Association.

New Operating Procedures as of July 1, 2005
Following the period of public comment, review by the Committee on Accreditation,
and approval from the APA Board of Directors, changes to the Accreditation
Operating Procedures (AOP) will go into effect on July 1, 2005.
These changes focus on the following issues:
- Eliminating the preliminary review process for applicant and continuing
programs;
- Adding consequences for programs that do not provide information in the
form of a self-study, annual report or other documentation in a timely manner;
- Further defining the role of special site visits;
- Defining “accredited, inactive” for two
year internship and post-doctoral residency programs;
- Moving the language from the Implementing Regulation on Third-Party Testimony
to the Accreditation Operating Procedures; and,
- Allowing for public notice of programs applying for accreditation.
Please note that any programs applying for initial accreditation on or after
July 1, 2005 will be publicly reported as such. Contact the Office at 202/336-5979

In order to maintain consistency with the new AOP, several Implementing Regulations
will be revised as of July 1, 2005: D2-2 (Preliminary Review Process), D2-3
(Self-Study Submission), D3-10 (Special Site Visits), D4-2 (Third-Party Testimony/Unsolicited
Information Received About Accredited Programs), and D4-6 (Accredited, On Probation
Status: Uses and Time Frame).
Implementing Regulations that are no longer relevant due to the AOP changes
will be removed as of July 1, 2005. Please note that the Implementing Regulations
will be renumbered as of that date order to maintain consistency with the changes
to the AOP. The following outdated regulations have been removed: A-3 (Operational
Support of Accreditation), D4-3 (Procedure for Provision of Third-Party Testimony
Related to CoA Program Review for Accreditation), D4-13 (Program Noncompliance),
and D5-2 (Filing of Complaints against the Committee on Accreditation). The
