Postdoctoral Education Research Training (APA/IES PERT)
Information for Mentors:
The postdoctoral training experience will be of sufficient depth to enable fellows
to learn to design and conduct school-based education research. Mentors are
expected to be active participants in supervising and collaborating in the work
of their fellow.
Eligibility:
• Mentors must be psychologists who are actively involved in preK - 12 school - based research
• Mentors must be currently funded by federal or major foundation support (e.g.: IES, NIH, NSF, Spencer, etc.)
• Mentors must be willing to devote instructional and research resources
in support of an APA/IES PERT fellow. The mentor's host institution is expected to provide fellows with fringe benefits
at the same level as a full time member of the research faculty. (Postdoctoral
training has received increased scrutiny during the last decade by groups such
as the Association of American Universities (AAU, 1998) and the Committee on
Science, Engineering, and Public Policy (NAS, NAE & IM, 2000). Consistent
with recommendations from these reports, fellows should receive a letter of
appointment from the host institution, have access to institutional grievance
procedures, be provided with a certificate or letter of completion, and be ensured
access to health insurance in addition to the funds noted above.)
•Mentors will be responsible for the Assurance for the Protection of Human
Research Subjects used in any research by fellows.
Selection of Mentors:
• Mentors should send the following initial application materials to APA at the address below:
– Curriculum vitae that includes all federal and nonfederal research
support received
– Statement of institutional/individual support that would be offered
to the fellow, and if applicable,
a letter of support from the department chair or other institutional official.
– 1-2 page summary that includes a description of the mentor's major research interests, major research questions being explored and the potential
research training opportunities for the fellow relevant to the field
– Initial application materials must be postmarked by January 2,2004 and mailed to

• Eligible mentors will be selected by the APA/IES PERT Advisory Panel
• Information about training opportunities with participating mentors will
be compiled by APA and made available to potential fellows via a specially constructed
website
Fellow/Mentor Joint Application Process:
Each mentor, in collaboration with a proposed fellow, will develop a “Research
Training Plan” that includes the following information:
• Training objectives to guide the fellow’s growth as a scholar
in education research
• Design/format of the proposed postdoctoral training experience, including
the means for assessing fellow performance and a description of the mentor’s
role in that assessment
• How the fellowship will address specific issues of educational research
with respect to:
– Scientific integrity and research ethics
– Diversity, e.g. closing the achievement gap between white and black/hispanic
students in schools
– Interdisciplinary collaboration
– Assurance for the Protection of Human Research Subjects
Application Timeline:
The initial deadline for interested fellows is January 2, 2004(postmarked). Mentors and fellows apply separately by the Jan. 2nd deadline. The Advisory Panel will select mentors in January. Screened fellows will then have the opportunity to identify and have materials forwarded to selected mentors. Mentors will choose to match with and endorse one screened applicant. Together, the mentor and fellow will submit a joint application by the March 15th deadline. The following is the timeline for the program:
• Initial applications for fellows and mentors are due January 2, 2004
• Joint (mentor sponsored) applications are due March 22, 2004
• Decisions will be made by April 30, 2004
• Fellowships will begin September 1, 2004
Professional Development and Outreach Activities:
• All APA/IES PERT fellows, mentors, and advisory panel members will attend
annual mini-institutes organized and conducted by the APA Education and Science
Directorates that will feature discussion of:
– The policy arena in education
– Translating research outcomes to the world of practice
– Processes associated with scaling up research outcomes
– Networking among scholars, enhancing their development as community
• APA/IES PERT fellows and mentors will conduct outreach activities with
doctoral programs in psychology to promote interest in school-based education
research (e.g., mentors provide colloquia on school-based research to selected
graduate departments of psychology, fellows present to student groups about opportunities
in the field)
Evaluation:
• An annual written progress report will be required from the fellow and
mentor that includes information on activities and achievements experienced during
the fellowship, and an assessment of learning outcomes as articulated in the Research
Training Plan. Postdoctoral fellows are appointed to full-time positions for one
year, with the possibility of renewal for a second year pending evidence of significant
progress. APA will also maintain descriptions of research projects, publications,
conference presentations, etc.
