Annual Doctoral Fellowship Award in Applied Measurement

Professional Examination Service (PES) is pleased to announce a call for applications for the 1999 Doctoral Fellowship Award in Applied Measurement.

Accompanied by a stipend of $10,000, the Fellowship Award provides an opportunity for research on measurement and public policy issues related to the development, validation, and use of licensure and certification examinations. The award is open to any doctoral student in a relevant discipline who has completed at least 30 credit hours toward the terminal degree, and is intended to support research activities conducted under faculty supervision during one academic year (September through May). Possible research topics include: job/practice analysis, standard setting, test fairness/bias, test validity, methods of test adaptation, item/test formats, technology and testing, or policy studies assessing the value and meaning of professional credentials.

Applicants should submit: a resume of educational and employment history, including honors and publications; a copy of a research report prepared by the applicant; a 3- to 4-page proposal outlining the topic and methodology of the research to be conducted during the fellowship year, including a timeline; and a letter of recommendation from the faculty member who will supervise the research, verifying that the applicant is a matriculated doctoral student.

A panel of reviewers with expertise in psychometric and public-policy issues relating to credentialing assessment will judge the submissions on the basis of the applicant's research experience as well as the technical quality, originality, and scholarly or professional significance of the proposed research. The successful applicant will be required to present his or her research proposal at an orientation session to be held at PES's New York offices, and to submit a final report at the end of the fellowship year.
