Committee on Division/APA Relations
The members of the Committee on Division/APA Relations (CODAPAR) during 2004 were: Martha E. Banks, PhD, Gary R. Brooks, PhD (Vice-Chair), Lisa L. Harlow, PhD, Ilene A. Serlin, PhD (Chair), Frank C.Worrell, PhD and Thomas R. Zentall, PhD. Sandra L. Shullman was the Board of Directors Liaison to the Committee.
Highlights of CODAPAR's 2001 activities include:
Division Leadership Conference - 2004
CODAPAR hosted the 2004 Division Leadership Conference (DLC), January 30th – February 1 at the Capital Hilton Hotel. The DLC was canceled in 2003 due to budgetary reasons, therefore in 2004, presidents and presidents-elect were invited to partake in the conference. Officers from forty-eight divisions participated with over 90 registrants. The Board of Directors, representatives from the Policy and Planning Board (P&P), APA Graduate Students (APAGS) the Committee on Early Career Psychology, as well as APA Staff were also in attendance to make this year's DLC a huge success.
The DLC provided a variety of informative plenary sessions. “APA 101” touched on the topics of finance, legal issues, membership recruitment and retention. “Divisional Best Practices” provided participants with an opportunity to hear and share experiences, challenges and some of the better ways of preparing for their presidential term in office. Breakout sessions ranged from preparing for a media interview to early career professionals to diversity recruitment to structural issues in division management.
Review of Division Annual Reports
CODAPAR conducted its annual review of the Division Annual Reports. Association Rule 100 (1.1-1-3) outlines the requirements associated with division annual reports and specifies that each division should submit a report of their activities during the preceding year to the Board of Directors in a format requested by the Recording Secretary. Annual reports were received from 52 of the 53 divisions.
It should also be noted that in 2004, CODAPAR asked those divisions whose organizational structure included chapters and sections to also submit a report on their activities. Six APA divisions have chapters and/or sections and, of these divisions, 46% of the chapter/sections complied with the request to submit an annual report. CODAPAR saw this as progress towards a goal of 100% compliance.
CODAPAR reviewed the annual reports and noted special projects, structural changes, developments, interdivisional linkages, advocacy and policy issues as well as any areas of non-compliance. These areas of non-compliance were addressed and were either resolved or are in the process of being resolved.
CODAPAR submitted its report to the Board of Directors at its December 2004 meeting and the Board accepted the report.
2004 Divisional 5-Year Review
The Committee on Division / APA Relations (CODAPAR) has worked diligently to complete the 2004 Divisional 5-Year Review. Association Rule 100-1.4 states that every five years, the Board of Directors shall evaluate the reports of each Division, including its chapters and sections, for overall compliance with the Bylaws, Association Rules, and APA policies and report the results to these to the Council of Representatives.
Each division was evaluated on the information submitted in their annual reports for the past five years. 1999-2003. CODAPAR noted special projects, structural changes, developments, interdivisional linkages, advocacy and policy issues as well as any areas of non-compliance. The Divisions that were reviewed are:

Division 53: Society of Clinical Child and Adolescent Psychology
CODAPAR submitted its report to the Board of Directors at its December 2004 meeting and the Board accepted the report.
Interdivisional Grants Project
CODAPAR was excited to announce the reinstatement of the Interdivisional Grant Program back into its activities beginning January 2005. At its July meeting, the APA Council of Representatives voted to include in the 2005 Budget the allocation of $12,500 for the grant program.
After APA Convention, CODAPAR send out an immediate “Call for Proposals”. With only a 6-week turnaround time for submissions, the Committee received a total of 13 Interdivisional Grant proposals. CODAPAR thoroughly reviewed and evaluated the proposals and recommended to the Board of Directors at its December 2004 meeting that 9 grants be funded.

2004 Convention Activities
CODAPAR hosted it Annual Presidents-Elect Breakfast at Convention 2004 in Honolulu, Hawaii. Nearly all the divisions participated as Ronald Levant, EdD, APA then-President-Elect spoke to the group about his 2005 Presidential Initiatives and gave tips on how to invigorate your executive committee as a division president.
The Committee had its July business meeting at Convention as well. Newly appointed CODAPAR members, Wayne Camara, PhD and Kate Hays, PhD, sat in on the meeting. They were given a brief orientation to CODAPAR and it mission. The Committee conducted its business, focusing on re-assigning divisions to CODAPAR liaisons, the Interdivisional Grant Program and preliminary planning for the 2005 Division Leadership Conference.
Committee Appointments and Elections
Wayne Carama, PhD and Kate Hays, PhD were the two new CODAPAR members appointed by the Board of Directors to serve in the 2005-2007 term. Martha Banks, PhD and Lisa Harlow, PhD were elected to serve a Co-Chairs for 2005.
