The Advisory Panel to Assess Domestic Response Capabilities for Terrorism Involving Weapons of Mass Destruction is commonly referred to as the Gilmore Commission after former Virginia Governor and Chair, James S. Gilmore III. The Commission was chartered as part of the National Defense Authorization Act for Fiscal Year 1999 and has delivered four reports; the most recent of which provided recommendations about the structure and management of the Department of Homeland Security.
