Members encouraged to comment on division guidelines
Three sets of guidelines drafted by APA divisions are currently available for review and comment by APA members. The guidelines will undergo a 90-day review period for receipt of comments prior to their consideration by the Council of Representatives. The review period ends June 15. After the comments have been reviewed and appropriate revisions are made, the following guidelines will be reviewed by APA governance.
Guidelines for education and training at the doctoral and post-doctoral level in consulting psychology-organizational, developed by Div. 13 (Consulting). The division membership approved these guidelines in August. Guidelines for the practice of psychosocial services, developed by a task force of Div. 32 (Humanistic), that focus on practice, particularly psychotherapy, from a humanistic point of view. The guidelines identify general principles underlying humanistic practice, supporting research, research philosophies and methodologies appropriate for evaluating humanistic psychosocial services, and principles of practice. They also include sections on ethics and training. The guidelines are meant as a positive statement defining humanistic practice and not to define how practice should be conducted for any other division or organization. Guidelines for multicultural counseling proficiency for psychologists, developed by a task force comprised primarily of individuals from Divs. 17 (Counseling), 35 (Society for the Psychology of Women) and 45 (Society for the Psychological Study of Ethnic Minority Issues). These draft guidelines are based on constructs, research and practices informed by the evolving fields of multiculturalism and diversity. First introduced to psychology in 1982, these guidelines reflect knowledge and skills for the profession in the midst of historical, sociopolitical changes in society and cover issues in education and training, research and clinical practice. APA membership will consider adding 'health' to the
association's mission statement
Pending the Council of Representatives' action at its February meeting, the following proposed bylaws amendment to Objects (Article 1, Section 1) was to be sent to the APA voting membership for approval on April 1 (underlined text is to be added):
"The objects of the American Psychological Association shall be to advance psychology as a science and profession and as a means of promoting health and human welfare by the encouragement of psychology in all its branches in the broadest and most liberal manner; by the promotion of research in psychology and the improvement of research methods and conditions; by the improvement of the qualifications and usefulness of psychologists through high standards of ethics, conduct, education, and achievement; by the establishment and maintenance of the highest standards of professional ethics and conduct of the members of the Association; by the increase and diffusion of psychological knowledge through meetings, professional contacts, reports, papers, discussions, and publications; thereby to advance scientific interests and inquiry, and the application of research findings to the promotion of health and the public welfare."
How to honor deceased
colleagues in the
American Psychologist
APA members are encouraged to send information about recently deceased psychologists to the American Psychologist to recognize individuals who have made significant contributions to the advancement of psychology. When published, an obituary is an archival record of those contributions and serves as a valuable historical document.

Please include copies of any local obituaries that have been published about the person. The decision to commission an obituary is made by Pickren with the advice of an obituary advisory group.
Student affiliates with new
doctorates can upgrade
their membership
Paid APA graduate student affiliates who have received or are about to receive their doctoral degree are eligible to upgrade their Student Affiliate status to full Member status at no additional cost in 2001.

Members approve dues
exempt bylaws amendment
At its February 2000 meeting, APA's Council of Representatives approved an amendment to the Association Rules to allow members who are experiencing financial hardship as a result of total and permanent disability to be granted reduced dues on a permanent basis. Council also approved sending to the membership a proposed bylaws amendment that
removes the provision for members who have been adjudged totally and permanently disabled from the dues exempt category.
The proposed bylaws amendment on Dues and Subscriptions (Article XIX, Section 6) was approved by an overwhelming margin. Of the 15,631 ballots cast, 14,050 (89.9 percent) approved and 1,581 (10.1 percent) did not approve the amendment. With the passing of the bylaws change, the Association Rules change will be effective immediately.
Members also received an Apportionment ballot, which determines the make up of Council for legislative year 2002. The result of that ballot was a decrease in the number of members on Council from 144 to 143.
