On August 13, 2004, Committee Chairman Bill Young (R-FL) and House Labor/HHS Subcommittee Chairman Ralph Regula (R-OH) sent a letter to all House members by House Appropriations asking them to direct any questions about research to NIH "rather than
surprise us on the floor of the House with amendments pertaining to particular grants", referring to the amendment offered by Rep. Patrick Toomey (R-PA) last July during debate on the
Labor/HHS appropriations bill.
