On Wednesday, September 8, Congress is expected to debate the FY 2005 Labor, Health and Human Services and Education Appropriations bill, which funds the National Institutes of Health (NIH). Last year, an amendment by Patrick Toomey (R-PA) offered to the bill would have rescinded funds from five specific grants that had been reviewed for their scientific merit and approved for funding by the NIH. The majority of these grants examined different aspects of sexual development and behavior and sought to inform public health interventions for HIV/AIDS and other sexually transmitted diseases. The amendment failed by only two votes.

Senate Passes Family Opportunity Act – Urge House to Do the Same
Please contact your Representative and urge him/her to cosponsor and push for passage of the Family Opportunity Act of 2003 (S. 622/H.R. 1811). This legislation would help thousands of middle-income families access health and mental health services for their children with severe mental or physical disabilities. Last week, the Senate passed an amended version of the bill offered by Senators Charles Grassley (R-IA) and Edward Kennedy (D-MA). Our goal is to support House passage of the Senate-passed Family Opportunity Act (FOA), S. 622.

Member Action Needed on Children's Mental Health Workforce Shortage Bill (1/04)
A vital children's mental health workforce bill, the Child
Healthcare Crisis Relief Act, is gaining support in the House and Senate.
H.R. 1359, sponsored by Reps. Patrick Kennedy (D-RI) and Ileana Ros-Lehtinen
(R-FL) now has 43 cosponsors, and the Senate bill, S. 1223, sponsored by Sens.
Jeff Bingaman (D-NM) and Susan Collins (R-ME), now has five cosponsors, yet both
bills require much more bipartisan support to begin moving through House and
Senate committees. APA members are asked to contact their two Senators and House
Representative to request cosponsorship of the Child Healthcare Crisis Relief
Act.
