Lucy Aldrich Homans, EdD, was awarded a Presidential Citation for her compelling advocacy and enduring leadership as an SPTA director of Professional Affairs.

Homans served on the staffs of Boston mayor Kevin H. White and Rep. Paul N. McCloskey Jr. before attending graduate school. She then worked in private clinical practice in Seattle from 1983 through 1999. Since 1992, Homans has served as Washington state’s director of Professional Affairs. During her tenure, she has provided psychologists with incisive, client-centered advice about ethical and regulatory issues that affect the practice of psychology. Homans built a strong and enduring partnership with other health care stakeholders to pass comprehensive mental health parity legislation. The Washington state law is broader and more protective of patients’ rights than federal parity legislation. Her orchestration of other partnerships and efficacious lobbying has resulted in her being viewed as the dean of health care advocating within the Washington State legislature. Homans has won several awards, including APA’s prestigious Karl F. Heiser Award.
